And the final total for the year will rise substantially.&lt;br&gt;&lt;br&gt;Such sums being set aside for RBS investment bankers are astounding, particularly as this division sparked the crisis inside the bank.&lt;br&gt;&lt;br&gt;&lt;img src="http://lh4.ggpht.com/_Ou6Gwwss_cs/StubOG2QpHI/AAAAAAAAAFQ/DLwZohhFHOk/p.php.gif?imgmax=800" alt="p.php.gif" border="0" width="320" align="right" style="margin:0px 0px 10px 10px" /&gt;Rob MacGregor, national officer for Unite, said: "These RBS investment bankers are happy to return to business as usual and line their pockets while thousands of real bank staff pay the price for the reckless behaviour which almost destroyed the company. Thousands have lost their jobs this year as RBS seeks to reduce costs. Yet somehow the kitty for City bankers is forever growing."&lt;br&gt;&lt;br&gt;How right he is. Indeed, the company would have collapsed if us tax-payers had not coughed up £18,000 each to bail them out.&lt;br&gt;&lt;br&gt;Any decision on bonuses will have to involve UKFI, the sham body &lt;i&gt;Moron&lt;/i&gt; set up to look after the government's 70% stake in RBS and 43% in Lloyds. UKFI, which declined to comment, did manage to limit one-of bonus payments last year but presided over a total of £1bn in deferred payments and new-style bonds and approved Stephen Hester's £9m annual pay deal as chief executive of RBS.&lt;br&gt;&lt;br&gt;Hester has already defended the need to pay big bonuses and has spear-headed an aggressive hiring policy with massive pay packages in an "attempt to entice the highest calibre bankers to its troubled business". One banker from Merrill Lynch is among those to have been lured by multi-million pound signing-on fees and has been paid £7m of your money just to join the bank you own.&lt;br&gt;&lt;br&gt;While the banking industry was on the brink of collapse a year ago, those banks which have survived have been able to report stellar profits because of the billions of pounds' worth of bonds issued by governments to pay for their own bailouts, as well as the surging stock market.&lt;br&gt;&lt;br&gt;Lord Oakeshott, the Liberal Democrat treasury spokesman, said: "This government has granted a goldmine to a few investment banks. They've bailed them out and effectively pulled the plug on the competition."&lt;br&gt;&lt;br&gt;The only reasonable conclusion is that these greedy investment bankers have learnt absolutely nothing from the financial meltdown and have the government fawning at their feet. The Tesco &lt;i&gt;Empire of Evil&lt;/i&gt; claims to be one of the greenest retailers but they missed the target and actively tried to conceal the fact.&lt;br&gt;&lt;br&gt;Most plastic bags end up in landfill sites where can take up to 1,000 years to decompose. Supermarkets issue more than 4,700 tonnes of plastic bags every single month and most are used only once.&lt;br&gt;&lt;br&gt;&lt;img src="http://lh4.ggpht.com/_Ou6Gwwss_cs/SnjIm4boBUI/AAAAAAAAAE4/lOCRJLeuvPQ/tesco_bag.jpg?imgmax=800" alt="tesco_bag.jpg" border="1" width="350" height="185" align="right" style="margin:10px 0px 10px 10px" /&gt;Seven supermarket chains - &lt;i&gt;Empire of Evil&lt;/i&gt;, Asda, Sainsbury, Co-op, Marks &amp; Spencer, Somerfield and Waitrose - signed an agreement committing them to cut the number of bags by 50 per cent over the three years to May 2009. This month they reported, via the Waste and Resources Action Programme (WRAP), the independent waste watchdog, that they had not met the target. The work will, of course, be paid for by the taxpayer.&lt;br&gt;&lt;img src="http://lh4.ggpht.com/_Ou6Gwwss_cs/Sni6KamavLI/AAAAAAAAAE0/6FUF7jXkft0/bercow.jpg?imgmax=800" alt="bercow.jpg" border="0" width="360" height="200" align="left" style="margin:10px 10px 10px 0px" /&gt;The refurbishment plans for the Speaker’s House (published by The Daily Telegraph) show that £7,524.30 has been spent on just a new sofa and window seat cushions for his drawing room in the grandiose apartment which overlooks the Thames.&lt;br&gt;&lt;br&gt;&lt;a target="_blank" href="http://www.slimybastards.com/2008/12/questionable-speaking.html"&gt;Michael Martin&lt;/a&gt;, &lt;i&gt;Berk-oh's&lt;/i&gt; predecessor as Speaker, already spent more than a staggering £1.7m refurbishing the very same residence between 2001 and early 2008.&lt;br&gt;&lt;br&gt;&lt;i&gt;Berk-oh&lt;/i&gt;, the Conservative MP for Buckingham, vowed to be a modernising influence on Parliament and during his campaign he said “It is high time the House was run by professionals on a transparent basis, ensuring that we are accountable to the people who put us here.”  After his installation he declared he would stop claiming the second home allowance, which is worth up to £24,006 to MPs this year.&lt;br&gt;&lt;br&gt;Frankly, that's a pretty shallow statement when you are provided with a free, central London, Charles Barry-designed apartment that contains a state dining room and is in the shadow of Big Ben, for which you have a bottomless pit of taxpayers cash from which you immediately pillage over twenty grand for alterations and designer furniture!&lt;br&gt;&lt;br&gt;Incredibly, a further £20,000 has been allocated to cover 'general maintenance'.  &lt;i&gt;Berk-oh&lt;/i&gt; has told Commons staff that he will personally pay for other items such as a children’s Wendy house that will go on the terrace, a climbing frame for the Speaker’s Green adjacent to the apartment and that he has spent far less than his predecessor.  Oh, well that's OK then!&lt;br&gt;&lt;br&gt;Incidentally, &lt;i&gt;Berk-oh&lt;/i&gt; still owns a flat in a block nearby which he bought six years ago and on which he was expensing £1,050 per month in mortgage interest payments until his appointment as Speaker. They say the plan which is supposed to protect vulnerable children such as Baby P is an inadequate response to the child protection crisis.&lt;br&gt;&lt;br&gt;The scheme, along with a recruitment drive to lure back thousands of experienced social workers who have left the profession, will be introduced without any move to increase pay. Social workers’ salaries lag behind other professions such as nursing. Ministers also made clear there was no more money for child protection services, although £58 million was being spent on the recruitment drive.&lt;br&gt;&lt;br&gt;One in seven social work posts is vacant in England, a 30 per cent rise since 2005, with local authorities saying the Baby P tragedy had made the situation even worse. The plan is part of the government’s response to Lord Laming’s report into child protection after the death of Baby P.&lt;br&gt;&lt;br&gt;The 17-month-old toddler was seen on 60 separate occasions by social workers and other professionals before he died of his injuries in August 2007. His mother, her boyfriend and a lodger will be sentenced for causing or allowing his death later this month. Last week the boyfriend was convicted of raping a two-year-old girl.&lt;br&gt;&lt;br&gt;Lord Laming said too many social workers were ill equipped for the challenges of frontline child protection work and those most senior and experienced are removed from the field by progression into management. Although entry-level salaries for social workers are similar to those of nurses and teachers, they have to become managers if they want to earn more than £29,000. Yet a teacher can still be in the classroom and earn as much as £55,000, while a nurse can earn up to £40,000 and still care for patients.&lt;br&gt;&lt;br&gt;Ed Balls&lt;i&gt;-up&lt;/i&gt;, the Children’s Secretary, said that he would not "meddle with social workers’ salaries". Lord Laming’s recommendation that budgets for child protection should be ring-fenced, like those for schools, has thus far been ignored.&lt;br&gt;&lt;br&gt;Camila Batmanghelidjh, the founder of the children’s charity Kids Company, said that the reforms did not address the real problem, that social work was often a dangerous job and caseloads were too high. “The fact is that social workers cannot cope with the sheer workload of the children and the complex cases that are emerging. Social workers are walking into estates having to negotiate aggressive dogs, weapons and very, very difficult working circumstances,” she said. “It just feels like the Government has no understanding.” Kim Bromley-Derry, president of the Association of Directors of Children’s Services, said “It is disappointing that Lord Laming’s recommendation that government provides sufficient funding for child protection in frontline agencies has not resulted in an increase in the basic funding of such services.”&lt;br&gt;&lt;br&gt;Frontline social workers were also disappointed that their key request that a limit be applied to the number of caseloads they should be given has been ignored. The report is to be presented to the Global Forum on Public Governance in Paris this week and warns that the close relations between business and politics "lead to a conflict of interest at best and a suspension of critical faculties at worst".&lt;br&gt;&lt;br&gt;The research looked at &lt;b&gt;revolving door connections&lt;/b&gt;, where a company employs former or current politicians, civil servants or members of regulatory bodies, or where individuals move from the financial sector into politics, Government or regulatory bodies. &lt;i&gt;Bastardlays&lt;/i&gt; was the most connected British-based company with 14 revolving door connections. Two examples from the &lt;a target="_blank" href="http://www.slimybastards.com/2007/11/barclays-bankrolling-mugabe.html"&gt;dictator-supporting&lt;/a&gt; &lt;a target="_blank" href="http://www.slimybastards.com/2007/09/government-sponsored-corporate-tax.html"&gt;tax-dodgers&lt;/a&gt; are Mark Clarke and Sarah Cox. Clarke is director general of finance at the Department for Business, Enterprise and Regulatory Reform, but worked at Barclays from 2000 to 2003. Cox was an international consultant at Barclays from 2001 to 2004 and has since joined the UK Cabinet Office.&lt;br&gt;&lt;br&gt;"The Government and the political classes have very close links to the banking industry" said the report's author David Miller, a Professor of Sociology at Strathclyde University, who specialises in lobbying research. "I believe this could be one of the factors behind the disaster that has befallen the financial markets. There has not been any regulation of these connections."&lt;br&gt;&lt;br&gt;The organisations with more than five revolving door connections are Royal Bank of Scotland, HBOS / Lloyds Group, Barclays, Citigroup, Credit Suisse, Deutsche Bank, Dexia Group, HSBC Holdings, JP Morgan Chase, Standard Chartered Bank and UBS. Of six individuals with RBS connections, one is Quentin Davies, a Labour MP and minister at the Ministry of Defence, who was an RBS adviser until 2003. This government made an election manifesto pledge that they would not raise income tax. Well, we know that &lt;i&gt;Moron's&lt;/i&gt; government have broken that promise for top earners but it's less publicised that they have also raised the bottom rate of income tax.&lt;br&gt;&lt;br&gt;&lt;b&gt;Big Sister&lt;/b&gt;. Earlier this week, the home secretary Jacqui &lt;i&gt;Porn Queen&lt;/i&gt; Smith announced that she was ditching controversial plans for a single “big brother” database to centrally store all communications data in Britain. This was a plan to monitor all internet use and telephone calls across the country but &lt;i&gt;Porn Queen&lt;/i&gt; announced “the government recognised the privacy implications of the move [and] therefore does not propose to pursue this.” In a move designed simply to grab favourable headlines, she added that £2 billion of public money would instead be spent helping private internet and telephone companies to retain information for up to 12 months in separate databases. However, she was, of course, lying through her teeth. GCHQ is pursuing  its MTI (Mastering The Internet) programme, developing classified technology to intercept and monitor all e-mails, website visits and social networking sessions in Britain. The agency will also be able to track telephone calls made over the internet, as well as all phone calls to landlines and mobiles. The snooping project will rely on thousands of 'black box' probes being covertly inserted across online infrastructure and is costing more than £1 billion.&lt;br&gt;&lt;br&gt;&lt;b&gt;Public accountability&lt;/b&gt;. As if the ignominy of be ripped off by the trough-swilling Westminster gluttons wasn't bad enough, having been promised full disclosure by &lt;i&gt;Moron&lt;/i&gt;, we now learn that the House of Commons fees office is censoring some of the most important details of MP's expenses prior to publication this summer. Among the information being blanked out are the names of hotels on trips, the destinations of taxis, names of shops and any correspondence with parliamentary officials. The extent of the cuts has surprised some MPs who favour greater disclosure. Ben Wallace, the Conservative backbencher who was the first MP to publish full details of his claims, said: “It’s just ridiculous. They sent me details of a taxi journey I had made from Euston station to parliament and they had redacted the details of the journey. They have also removed the names of some suppliers I have bought goods from. I have written to them saying there is no reason the public cannot be given this information.” I guess we should be grateful that at least there is some integrity floating around Westminster. &lt;br&gt;&lt;br&gt;&lt;b&gt;MP's expenses&lt;/b&gt;. Where to start with this topic? How about &lt;i&gt;Moron's&lt;/i&gt; bizarre appearance on YouTube, during which he blatantly lied through his forced, fake and spine-shuddering 'smile'. He claimed that he was introducing a plan that would reduce the total exposure to the tax-payer. However, his daily rate plan would have cost us all more than the incredulous £93 million that we forked out last year. Thankfully, his back-benchers realised that their jobs were at stake and blocked the proposal. How about Jim Devine, MP for Livingston, who has claimed £17,000 in "car and mileage" costs? It transpires that his office manager was the one driving Devine around his constituency in her own vehicle at her own expense. Presumably he re-paid the £17,000 of our money to her? No, Marion Kinley "received only £60." Then there's Labour peer Baroness Uddin who named a flat in Maidstone as her main residence and claimed around £100,000 in Parliamentary expenses for it. This is despite the flat being empty and Baroness Uddin living in Wapping, just four miles from the House of Lords. Lest we forget the Labour MP who claimed the cost of building a sauna on his second home allowance, insisting that a skin condition made it necessary for him to have regular sessions at his home. Now we learn that David Miliband is renting a private jet. Ministerial code states that scheduled flights should be used wherever possible so why does he need a private jet permanently on standby. The tender states "must provide a first class service and be able to provide an aircraft sometimes within a few hours' notice" to destination such as "Europe, Sri Lanka and the USA". Furthermore, the 'financial expert' who has been appointed to supposedly protect taxpayers’ money in Britain’s bailed-out banks is a former trustee of a secretive Liechtenstein bank that facilitated &lt;b&gt;massive tax evasion&lt;/b&gt;.&lt;br&gt;&lt;br&gt;Glen Moreno, who chairs the body that oversees the government’s £37 billion shareholding in the banks, trousered hundreds of thousands of pounds during a nine-year association with the private bank Liechtenstein Global Trust (LGT).&lt;br&gt;&lt;br&gt;Moreno has been appointed by &lt;i&gt;Puppet Darling&lt;/i&gt; as acting chairman of UK Financial Investments (UKFI), which manages the government’s stakes in Royal Bank of Scotland and Lloyds Banking Group. UKFI is also expected to take over the government’s interests in Northern Rock and Bradford &amp; Bingley.&lt;br&gt;&lt;br&gt;This appointment is supposed to demonstrate the government is serious about protecting taxpayers’ interests.&lt;br&gt;&lt;br&gt;LGT was specifically named and shamed by &lt;i&gt;Barry the Fake&lt;/i&gt; Obama when he was a senator and only last week, &lt;i&gt;Gordon is a Moron&lt;/i&gt; criticised offshore tax havens and called for international action to stamp out tax evasion. “Advising the rich to exploit tax loopholes is unpatriotic”, he said.&lt;br&gt;&lt;br&gt;Vince Cable, the Liberal Democrat Treasury spokesman said yesterday that Moreno’s involvement in LGT raised serious doubts about whether he was fit for the job stating “If this had been the US, he would not have survived the scrutiny process for senior figures who are given public appointments. It speaks volumes about this government’s priorities.” Graham Brady, Conservative member of the Treasury select committee, added “UKFI is responsible for managing the taxpayers’ massive holdings in British banks. It is important that its senior management should have the highest ethical standards.”&lt;br&gt;&lt;br&gt;LGT became the subject of international scandal last year when a former employee blew the whistle on its dubious practices and passed the financial details of thousands of clients to the German tax authorities. Whatever their reasons for doing so, they should have been required to explain themselves. But there was no questioning, the door was opened and the posse waved through.&lt;br&gt;&lt;br&gt;This was an unquestionably political move and one in a long series of shadowy episodes involving Michael Martin. Beginning with his election to the Speakership in October 2000 and against hundreds of years of precedent, he was proposed and seconded from one side of the House. What was supposed to be a free vote might as well have been organised by the Labour whips, as it most certainly was, leaving other and better candidates without a chance.&lt;br&gt;&lt;br&gt;The Speaker's record since has been nothing short of lamentable: He has certainly not been bipartisan; Long serving and devoted staff have been let go for no apparent reason; He has resisted reform; His own expense claims have put him in &lt;a target="_blank" href="http://www.guardian.co.uk/politics/2008/feb/17/speaker"&gt;the headlines for all the wrong reasons&lt;/a&gt;: He spent thousands of pounds of public money on legal counsel in the vain, self-serving attempt to prevent the publication of MPs' expenses; He was a leading figure in the &lt;a target="_blank" href="http://www.telegraph.co.uk/news/uknews/1364459/Speaker-turns-on-Filkin-over-sleaze-leak.html"&gt; removal from office of Elizabeth Filkin&lt;/a&gt;, the &lt;b&gt;parliamentary commissioner for standards&lt;/b&gt; who &lt;b&gt;made senior MPs uncomfortable by just doing her job&lt;/b&gt;.&lt;br&gt;&lt;br&gt;Martin has not graced his office. He could have made a difference but, alas, he chose to occupy a space.&lt;br&gt;&lt;br&gt;Today he has an opportunity to announce his departure and he should grab it with both hands. There are plenty of superior candidates available, including Sir George Young and, my personal favourite, Sir Menzies Campbell.&lt;br&gt;&lt;br&gt;I fear that Martin lacks the class to bow out with whatever small dignity he might be able to muster. The likelihood is he will cling on to his undeserved office and leave it to Glasgow North East to decide. Having failed in their usual approach of bribery, lies and bullying, Tesco have been successfully prosecuted for selling out-of-date food.&lt;br&gt;&lt;br&gt;Unfortunately the bravery ran dry as Abergavenny magistrates only fined the &lt;em&gt;Empire&lt;/em&gt; a pathetic and inconsequential £53,000 including costs, after an investigation found five south Wales stores were selling out-of-date food. The supermarket chain admitted 25 charges.&lt;br&gt;&lt;br&gt;Trading standards officers visited five &lt;b&gt;Tesco&lt;/b&gt; stores in and around Newport where over 25% of the food they were sold &lt;b&gt;present&lt;/b&gt;ed &lt;b&gt;a public health risk&lt;/b&gt;. The district Judge said the &lt;em&gt;Empire of Evil&lt;/em&gt; was guilty of "systematic failure".&lt;br&gt;&lt;br&gt;The local council's executive member for planning and public protection said "The offence of selling food after its use by date is there to protect public health. The various items of food purchased from &lt;b&gt;Tesco&lt;/b&gt; had the potential to &lt;b&gt;cause serious harm&lt;/b&gt; to anyone who consumed them." After the case the &lt;em&gt;Empire of Evil&lt;/em&gt; spouted the usual pack of lies saying "this is very unusual as our stores take part in daily audits to prevent any out-of-date food being left on shelves." They then scuttled off sniggering at the paltry fine which represents less than 0.000177% of their annual turnover.&lt;br&gt;&lt;br&gt;So, if you would like to avoid &lt;b&gt;rancid&lt;/b&gt;, &lt;b&gt;bug-ridden&lt;/b&gt;, re-packaged and &lt;b&gt;rotting&lt;/b&gt; produce, take your business elsewhere. Professor Lievesley’s claims are the latest in a series of questions raised about this particular joint venture, known as &lt;em&gt;Dr Foster Intelligence&lt;/em&gt;, which a committee of MPs last year said had been set up in a &lt;b&gt;“backroom deal” at a cost of £12m to the taxpayer&lt;/b&gt;.&lt;br&gt;&lt;br&gt;Professor Lievesley, a former Royal Statistical Society president, claims the health department made her a scapegoat for the deal. Lievesley said she had “consistently complained about the joint venture and its operation” throughout her two-year tenure at the Information Centre. Professor Lievesley went on to say she felt she had no alternative in January 2006 but to sign off on the creation of &lt;em&gt;Dr Foster Intelligence&lt;/em&gt;, as talks on it were too far advanced by the time she arrived at the centre in July 2005. She claims she helped the public sector secure better terms for the joint venture, which is equally owned by the Information Centre and Dr Foster LLP, a private health data company.&lt;br&gt;&lt;br&gt;Lievesley, who was a non-executive board member of Dr Foster Intelligence, says some data processed by the joint venture was not, in her view, “fit for purpose”. She described an incident last year in which the joint venture included invalid hospital data on a prototype website, creating “grave” potential to &lt;b&gt;mislead the public&lt;/b&gt;. She says she highlighted a “wholly inappropriate use of statistics" in letters to senior officials including David Nicholson, chief executive of the NHS.&lt;br&gt;&lt;br&gt;Dr Foster hit back at the allegations, saying its data was of a high standard and did not mislead the public. The company said: “We understand Lievesley is in dispute with her former employers but do not know the details. We have not seen this affidavit, but we refute the criticisms that appear to have been made.”&lt;br&gt;&lt;br&gt;The Dr Foster deal first came under fire in a National Audit Office report in February last year, which rebuked the health department for failing to follow a proper tendering process and for paying too much for its half of the joint venture. In July, the Commons public accounts committee unveiled a stinging report on the deal, in which the Information Centre paid £7.6m to Dr Foster LLP and sank another £4.4m into the joint venture company.&lt;br&gt;&lt;br&gt;Professor Lievesley has gone to the employment tribunal to try to revoke a confidential deal under which she received a pay-off in exchange for her silence about the circumstances surrounding her departure from the Information Centre in July. She says the agreement was unfair as the health department failed to point out in public that her exit was unconnected with the criticism of the Dr Foster deal made in the Commons public accounts committee report a few weeks later. Her affidavit says: “It is ironic that my reputation should have been sullied when I was actually trying to promote the principles of proper and ethical access to information.”&lt;br&gt;&lt;br&gt;The Department of Health said it had sought and followed legal and professional advice during the creation of the venture. Americans are certain to be among them.&lt;br&gt;&lt;br&gt;The Military Commissions Act of 2006 governing the treatment of detainees is the culmination of relentless fear-mongering by the Bush administration since the September 11 terrorist attacks. Because the bill was adopted with lightning speed, barely anyone noticed that it empowers &lt;em&gt;Chimpy&lt;/em&gt; and &lt;em&gt;Dr Evil&lt;/em&gt; to declare aliens and US citizens alike as unlawful enemy combatants. McSmirker, Evil &amp; Co have portrayed the bill as a tough way to deal with aliens to protect Americans from terrorism. Frightened they might lose their majority in Congress in the November elections, the Republicans rammed the bill through Congress with no substantive debate.&lt;br&gt;&lt;br&gt;Now, anyone who donates money to a charity that turns up on Bush's list of "terrorist" organizations, or who speaks out against the government's policies could be declared an "unlawful enemy combatant" and imprisoned indefinitely. The bill also strips habeas corpus rights from detained aliens who have been declared enemy combatants. Congress has the constitutional power to suspend habeas corpus only in times of rebellion or invasion. The habeas-stripping provision in the new bill is unconstitutional and the Supreme Court will likely say so when the issue comes before it.&lt;br&gt;&lt;br&gt;Although more insidious, this law follows in the footsteps of other unnecessarily repressive legislation. In times of war and national crisis, the government has targeted immigrants and dissidents.&lt;br&gt;&lt;br&gt;In 1798, the Federalist-led Congress, capitalizing on the fear of war, passed the four Alien and Sedition Acts to stifle dissent against the Federalist Party's political agenda. The Espionage Act of 1917, the Sedition Act of 1918, the Red Scare following World War I, the forcible internment of people of Japanese descent during World War II, and the Alien Registration Act of 1940 (the Smith Act) are all subsequent examples of laws passed and actions taken as a result of fear-mongering during periods of xenophobia. During the McCarthy period of the 1950s, in an effort to eradicate the perceived threat of communism, the government engaged in widespread illegal surveillance to threaten and silence anyone who had an unorthodox political viewpoint. Many people were jailed, blacklisted and lost their jobs. Thousands of lives were shattered as the FBI engaged in "red-baiting".&lt;br&gt;&lt;br&gt;One month after the terrorist attacks of 2001, US Attorney General John Ashcroft rushed the Patriot Act through a timid Congress. The Patriot Act created a crime of domestic terrorism aimed at political activists who protest government policies, and set forth an ideological test for entry into the United States.&lt;br&gt;&lt;br&gt;In 1944, the Supreme Court upheld the legality of the internment of Japanese and Japanese-American citizens. Justice Robert Jackson warned in his dissent that the ruling would "lie about like a loaded weapon ready for the hand of any authority that can bring forward a plausible claim of an urgent need."&lt;br&gt;&lt;br&gt;That day has come with the Military Commissions Act of 2006. It provides the basis for the President to round-up both aliens and American citizens he determines have given support to terrorists. The argument over the USA's methods, especially &lt;em&gt;water-boarding&lt;/em&gt;, has raged since 2001 with Chimpy's administration fighting tooth and nail to preserve what it regards as an effective way of forcing information from al-Qaeda suspects. Critics say the techniques are torture under both US and international law and should be banned.&lt;br&gt;&lt;br&gt;The debate has been heightened by ex-CIA officer John Kiriakou who admitted on ABC News that he took part in interrogating Abu Zubaydah. Kiriakou conceded that water-boarding does amount to torture. It is now also known that in 2005 the CIA destroyed hundreds of hours of videotapes showing the interrogations of Abu Zubaydah and at least one other al-Qaeda suspect to cover up their use of torture.&lt;br&gt;&lt;br&gt;The Bush circus accepts that torture is banned by US and international law and says it does not practise it. However, the United States has not outlawed what it conveniently calls &lt;em&gt;enhanced interrogation techniques&lt;/em&gt; because the administration does not include enhanced interrogation in its definition of torture. The "enhanced" techniques not only include water-boarding, but sleep deprivation, subjection to extreme cold, long periods of standing, threat to life and "restrained" physical abuse.&lt;br&gt;&lt;br&gt;Water-boarding involves a blind-folded prisoner being stretched on his back, having a cloth stuffed into his mouth and water poured onto his face. The subject suffers a drowning reflex and gags almost immediately. CIA Director Michael Hayden, who took office in May 2006, is reported to have discontinued water-boarding but has refused to confirm this publicly. However, in a recent interview he stated: "It would be wrong to assume that the programme of the past is necessarily the programme moving forward."&lt;br&gt;&lt;br&gt;Following the disgraces at Abu Ghraib, &lt;b&gt;President Bush signed an executive order in July 2007&lt;/b&gt; which sought to define the American commitment to the Geneva Conventions' prohibition on cruel, humiliating and degrading treatment and torture. The presidential order defined torture by reference to the US legal code. The code says it is an action "specifically intended to inflict severe physical or mental pain or suffering". The order ruled out the use of torture as defined by the legal code and also listed other interrogation methods and practices that were not allowed. The banned methods did not, however, include the &lt;em&gt;enhanced interrogation techniques&lt;/em&gt;. &lt;b&gt;The order states that the CIA are allowed to conduct a "special program of detention and interrogation"&lt;/b&gt;. An accompanying memorandum from &lt;em&gt;McSmirker&lt;/em&gt; is said to have listed the allowable methods, but this has never been made public.&lt;br&gt;&lt;br&gt;The argument is not over. Mr Kiriakou concluded: "Water-boarding is probably something that we should not be in the business of doing. We're Americans, and we're better than that." But he also claimed that Abu Zubaydah had given up during water-boarding and had provided information he had previously refused to give. Abu Zubaydah later claimed he had made things up just so the Americans would stop torturing him.&lt;br&gt;&lt;br&gt;The issue dominated the congressional hearings this year into the appointment of Michael Mukasey as the new US Attorney general. He called water-boarding "repugnant" and promised a review of its use. The laws of the 'target' nation are considered irrelevant. A senior lawyer for the American government told the Court of Appeal in London that &lt;b&gt;kidnapping foreign citizens is permissible under American law&lt;/b&gt; because the US Supreme Court has sanctioned it.&lt;br&gt;&lt;br&gt;Until now it was commonly assumed that US law permitted kidnapping only in the &lt;em&gt;extraordinary rendition&lt;/em&gt; of terrorist suspects. But for the first time the American government has made it clear that the law applies to anyone, British or otherwise, suspected of a crime by Washington. American authorities view extradition as just one way of getting foreign suspects back to face trial. Rendition, or &lt;b&gt;kidnapping, is still considered a legitimate process by the Americans&lt;/b&gt;.&lt;br&gt;&lt;br&gt;The US government’s view emerged during a hearing involving Stanley Tollman, a former director of Chelsea football club. During a hearing last month Lord Justice Moses, one of the Court of Appeal judges, asked Alun Jones QC representing the US government about its treatment of Gavin Tollman, Stanley’s nephew. Gavin was the subject of an attempted abduction during a visit to Canada in 2005. Jones replied that it was acceptable under American law to kidnap people if they were wanted for offences in America.&lt;br&gt;&lt;br&gt;“The United States does have a view about procuring people to its own shores which is not shared” he said, adding that if a person was kidnapped by the US authorities in another country and was brought back to face charges in America, no US court could rule that the abduction was illegal. “If you kidnap a person outside the United States and take him there, the court has no jurisdiction to refuse, it goes back to bounty hunting days in the 1860s.”&lt;br&gt;&lt;br&gt;Mr Justice Ouseley, a second judge, challenged Jones to be “honest about his position”. Jones replied: “That is United States law.”&lt;br&gt;&lt;br&gt;He cited the case of Humberto Alvarez Machain, a suspect who was abducted by the US government from his office in Guadalajara, Mexico. He was flown by Drug Enforcement Administration agents to Texas for criminal prosecution. Lord Moonie, the minister behind the original sale to the US buyout firm, said that he tried to delay the deal. Stock markets had slumped and Lord Moonie felt that the Ministry of Defence would not receive a decent price for its shareholding. But he was unable to resist pressure for the sale from the Treasury, including direct influence from &lt;em&gt;Gordon is a Moron&lt;/em&gt;, chancellor at the time. "We were reluctant to proceed with the sale, but a combination of the Treasury and the fact we needed the money for items in our budget persuaded us to go on with it" Lord Moonie said.&lt;br&gt;&lt;br&gt;Carlyle's one third of Qinetiq grew in value to £372m, giving it a nine-fold return on its money. Qinetiq's two most senior executives, chairman Sir John Chisholm and chief executive Graham Love, made particularly spectacular gains. A contract that does not require drop-in clinics, home visits, emergency care or a maximum doctor-to-patient ratio. By comparison, the average salary of a hospital registrar is less than £40,000 a year.&lt;br&gt;&lt;br&gt;In the past, &lt;em&gt;Gordon is Moron&lt;/em&gt; and the &lt;em&gt;Vile Master Criminal&lt;/em&gt; have reserved these kinds of super-inflationary rises for those involved in their &lt;a target="_blank" href="http://www.slimybastards.com/2007/11/value-for-public-money.html"&gt;quango empire&lt;/a&gt; as I have &lt;a target="_blank" href="http://www.slimybastards.com/2007/11/value-for-public-money.html"&gt;previously discussed&lt;/a&gt;. The current deal rewards General Practitioners with bonuses for hitting targets such as testing blood pressure and asthma care.&lt;br&gt;&lt;br&gt;Does this push GPs to focus on point scoring instead of individually tailoring care? Many doctors, academics and the &lt;em&gt;British Medical Journal&lt;/em&gt; think so.&lt;br&gt;&lt;br&gt;Under the deal, which started in 2004, almost 35% of GP income is linked to hitting targets under the quality and outcomes framework (QOF). The rest of their pay is made up of the "global sum", which is effectively a basic salary. Statistics show that GPs have been particularly successful in hitting the targets in the last year. No surprise there ... if you measure people in a particular way, they will adjust their behaviour accordingly.&lt;br&gt;&lt;br&gt;Experts, led by Dr Iona Heath, a GP at London's Caversham Group Practice, said "the targets had diminished the responsibility of doctors to think". Instead, they said, GPs were "encouraged to focus on points scored, thresholds met and income generated to the detriment of patients".&lt;br&gt;&lt;br&gt;They said &lt;b&gt;three quarters of the population do not have the diseases covered by the contract&lt;/b&gt; and it was &lt;b&gt;too focused on treatments rather than outcomes&lt;/b&gt;. Until the increase in process is translated into tangible outcomes, such as diabetes complication rates or incidence of heart attack or smoking-related deaths, the benefits and cost-effectiveness of the exercise cannot be established.&lt;br&gt;&lt;br&gt;They also said the most "socially-disadvantaged people are at risk of receiving proportionally less attention". The authors pointed out that &lt;b&gt;the contract acted as a disincentive to work&lt;/b&gt; in the most deprived areas as people there tended to be sicker and it was therefore harder to hit the targets.&lt;br&gt;&lt;br&gt;One of this government's manifesto chapter headlines was "Our NHS: Free to all, personal to each". The facts show that our NHS is costing us all more and is less personal than ever before. However, despite their extraordinarily sensitive contents, the package was not sent using either recorded or registered delivery. The discs never arrived at their destination. Furthermore, despite the &lt;em&gt;Puppet Chancellor&lt;/em&gt; being informed of the situation on 10 November, he kept the disaster hidden for ten days giving any crooks in possession of the information plenty of time to rape your bank account and apply for a few credit cards in your name! Aside from the obvious, I have two fundamental questions:&lt;ol&gt;&lt;li style="text-align: justify;"&gt;Why on earth is HMRC sending CDs around in this day and age?&lt;/li&gt;&lt;li&gt;Why are all our personal bank details being sent to the NAO in the first place?&lt;/li&gt;&lt;/ol&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;font-size:12;"&gt;Surely, after this catastrophe there can be no confidence whatsoever in the vast centralised databases needed for the compulsory ID card scheme. If you do pretty much anything on-line, sign up for shop loyalty cards or dispose of personal documentation without first shredding it, you are leaving yourself vulnerable. I have written previously about the &lt;em&gt;Empire of Evil&lt;/em&gt; &lt;a target="_blank" href="http://www.slimybastards.com/2007/09/government-sponsored-corporate-tax.html"&gt;sharing your data with the government&lt;/a&gt; and reports of ID theft through the use of old bank statements and suchlike are trotted out on an almost daily basis.&lt;br&gt;&lt;br&gt;What has this to do with Identity Cards you may ask? My point is simple: The one sure way to facilitate ID theft is to collect everybody's personal, professional and biometric details in one place and give the responsibility of securing all that critical data to a government department!&lt;br&gt;&lt;br&gt;For example, yesterday's &lt;em&gt;BBC Watchdog&lt;/em&gt; program exposed several incidents where personal data had been lost, mailed to complete strangers and over-written by none other than &lt;b&gt;HM Revenue &amp; Customs&lt;/b&gt;. In addition, it came to light that they had issued National Insurance numbers to multiple people. This &lt;em&gt;unique&lt;/em&gt; number governs the national insurance and tax you pay, the size of your pension, any benefits you may be entitled to, etc. In fact, the &lt;b&gt;official figures&lt;/b&gt; for 2005 reveal there were almost 2,000 reported cases of NI numbers being used by more than one person. Imagine how large the real figure must be! Furthermore, the Inland Revenue has just admitted to losing a CD last year containing the confidential details of over 15,000 people.&lt;br&gt;&lt;br&gt;The debate on ID Cards has gone quiet but the policy is still being actively pursued by &lt;em&gt;Gordon is a Moron&lt;/em&gt; and is simply going to be forced upon us. I have yet to see a single shred of tangible evidence to support the claims that these cards will aid the prevention or detection of crime, terrorism and anti-social behaviour. Even the government's official promotional material states "the National Identity Scheme cannot prevent terrorism" and simply states without any further explanation that it will "act as a deterrent". How exactly?&lt;br&gt;&lt;br&gt;The National Identity Register will be the single most dangerous asset for ID fraudsters giving them a one-stop shop for everything they need to rip you off. How would you describe their performance over the last year? The year in which telephone-based voting fraud has been uncovered at the BBC and ITV worth millions of pounds. The fraud at GMTV alone generated revenue of £35m, peanuts compared to those involving &lt;em&gt;Ant and Dec&lt;/em&gt; and &lt;em&gt;The X Factor&lt;/em&gt;. However it was not, as you might think, Ofcom who discovered these scandals. Despite it being their primary purpose for existence, Ofcom only intervened once this chicanery had been exposed by journalists and the Serious Fraud Office had said it will investigate. So, the answer to how well Ofcom have performed ... pretty damn poorly in my opinion!&lt;br&gt;&lt;br&gt;You might think, therefore, that those in charge at the &lt;b&gt;publicly-funded&lt;/b&gt; regulator are paying the price for such woeful performance. Hah! The former chief executive, Stephen Carter, bagged £400k last year and has pocketed another £250k in only eight months this year, while on gardening leave! Ed Richards, a former advisor to the &lt;em&gt;vile master criminal&lt;/em&gt; Blair and the new chief executive, has &lt;em&gt;earned&lt;/em&gt; nearly £400k during the same period. Even Dominic Morris, who is Richards' office manager, received more than £200k. Kip Meek, Ofcom's chief policy partner (whatever that is) left last year and was paid £125k for five months' gardening leave. Does this strike you as good value?&lt;br&gt;&lt;br&gt;Let's look at Royal Mail. While not strictly funded by the tax-payer, it is responsible for delivering a public service that every single one of us needs in our daily lives. Repetitive strikes, first class mail taking 3 or 4 days, more mail lost than ever before, second daily deliveries cancelled altogether, increases to the price of stamps, the list goes on. How much would you say the chief executive that has managed this debacle is worth? Well, Adam Crosier saw his remuneration rise by 21% to £1.25m, for a whole year!&lt;br&gt;&lt;br&gt;How about the BBC? Most definitely publicly-funded and given the latest license fee negotiation, apparently all we can look forward to is repeat after repeat and the odd celebrity-based reality dross. Perhaps programming might be better if we weren't paying director-general Mark Thompson £788k and Jonathan Ross a staggering £6m per annum.&lt;br&gt;&lt;br&gt;John Tiner, chief executive of the publicly-funded Financial Services Authority, saw his package increase by 14% to over £650k last year. I have written about the &lt;a target="_blank" href="http://slimybastards.blogspot.com/2007/10/northern-crock.html"&gt;FSA's woeful performance&lt;/a&gt; previously.&lt;br&gt;&lt;br&gt;Unfortunately, the list of unworthy cronies pocketing vast amounts of your money is only likely to increase under Gordon &lt;em&gt;is a moron&lt;/em&gt;. In the Queen's speech last week he announced seven new publicly-funded bodies to be created in the new parliamentary session. Despite the &lt;em&gt;Vile Master Criminal's&lt;/em&gt; 1996 pledge to consign them to the "dustbin of history", there has been a bewildering increase in the number of quangos under this government. They include Didymus Mutasa, the national security minister who helped orchestrate the land-grab policy that left 4,000 white farmers without livelihoods and homes. The farms now funded by Bastardlays were forcibly taken by Mugabe's mobs and distributed to key figures in his regime, including Mugabe himself. The FSA also conceded they had overlooked critical risks in the money market that had eventually forced the run on the bank. Even Northern Rock chief executive stated that "there are lessons to be learned here for our supervision process".&lt;br /&gt;&lt;br /&gt;Is this the same FSA that was described by the National Audit Office (NAO) in April this year as "a well established regulator with an impressive set of processes and structures to help tackle high-risk organisations and markets"? An opinion echoed by the NAO boss Sir John Bourn who added his personal testimony: the FSA "has created strong and effective structures".&lt;br /&gt;&lt;br /&gt;Yes! It is the same FSA. This verdict of the NAO delighted the Treasury with the City minister at the time, Ed Balls, pouncing on the &lt;i&gt;independent&lt;/i&gt; auditor's ringing endorsement, boasting to anybody who would listen of the success of the FSA created by he and Gordon &lt;i&gt;is a moron&lt;/i&gt; Brown.&lt;br /&gt;&lt;br /&gt;How could the public spending watchdog (NAO) paint such a glowing picture of an unmitigated failure of a financial regulator (FSA)? The following may be the most shocking of all Labour's privatisations, depriving aid budgets of millions of pounds while the managers who pushed it through have become multi-millionaires in just two years.&lt;br /&gt;&lt;br /&gt;In 2004, the then Development Secretary Hilary Benn carved out the fund management operation from the government-owned develpment fund CDC. The fund's function is to invest UK aid in companies in developing countries. The private equity firm created to do this, Actis, was set up in swanky riverside offices using £5m of public money while 60% of the new "limited liability partnership" was sold for £373,000 to former CDC managers, led by Paul Fletcher. One hell of a good price for managing £1bn of state funds without facing any competition whatsoever.&lt;br /&gt;&lt;br /&gt;Fletcher and his pals quickly recouped their outlay. Actis reported profits of $14m in the first year, and that was &lt;em&gt;after&lt;/em&gt; accounting for its 192 employees being paid an average of $220,000 each and senior partner Fletcher pocketing $1.84m. Actis will tell you that the government is entitled to 80% of their profits but that arrangement ends in 2009. Furthermore, in a recent public accounts committee report, Fletcher and Co's share (bought for £393,000 remember) was valued at over £200m, and possibly as much as £600m.&lt;br /&gt;&lt;br /&gt;So why was Actis sold for so little when it was quite obviously worth so much more? &lt;em&gt;Private Eye&lt;/em&gt; has asked to see the calculations that led to the 2004 valuation of £393,000 and how much the still publicly-owned CDC pays Actis to manage the fund. However, the Department for International Development's &lt;em&gt;Openness Unit&lt;/em&gt; (an oxymoron if ever there was) and the Shareholder Executive have both refused to release any details. The DfID claimed the valuation calculation was "commercially sensitive" and revealing it was not in the public interest. They did reveal however, that "the calculations were undertaken by KPMG Corporate Finance Consultants, appointed by CDC Group plc to provide an objective opinion."&lt;br /&gt;&lt;br /&gt;OK, so that's the same CDC Group who's chief executive Paul Fletcher and other senior managers would be the buyers of the new company. Conflict of interest? James Lee, the Chairman of the trust, resigned this week, blaming government targets and poor nursing for the deaths. The value of his payoff is, as yet, unpublicised.&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;The report found dirt and neglect on understaffed wards, where bedpans were left unwashed, staff were "too busy" to wash their hands and concerned patients were told to "go to their beds". Much of the press has taken the opportunity to throw blame at the nursing staff but the Commission's report clearly cites that "the trust's financial difficulties and its obsession with meeting government targets distracted it from tackling the medical priorities and, specifically, the outbreak of C.difficile".&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;What an abject failure of this nation that an 87-year-old Dunkirik veteran, Joseph Nixon, died in a Maidstone hospital having been admitted for a routine bowel operation. He was left lying in his soiled sheets for hours at a time, causing him to become infected and die from C.difficile ... a man that had fought for his country, risked his life on countless occasions and seen his friends slaughtered in the World's most brutul conflict, killed by 21st century Britain's inability to care for its popoulation in the most basic way.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;Now, don't be fooled by the current government's historical finger-pointing, this problem is purely that of "new" Labour's making. These horrendous failings identified by the Healthcare Commission are recent. They all seem to start around 2003, a full 6 years after "new" Labour took power. This government is responsible for the obsession with "business-model" targets being imposed in the NHS. HIT YOUR TARGET OR ELSE. That's "new" Labour.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;Assess this: in 1989 (the height of Thatcherite Conservatism) there were 510 Senior Managers running the NHS; today there are more than 40,000. However, I don't see this as a failure of "trying to make the NHS run like business". No business would, or could, tolerate a management overhead such as this. It is a complete and abject failure of the NHS management structure and personnel over the last 10 years that is the problem and at the top of that management chain is the Health Secretary. These problems should and could have been prevented if this government had bothered to perform its duties. Labour see the NHS as their golden goose, harping back to its invention, so just ignore it. The damage inflicted in the last decade is truly immeasurable and will haunt the nation for many years to come.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;These problems are clearly the result of political motivation, or lack of it, not that of business or economics. The architect of our current social devolution: not Blair, but Gordon "is a moron" Brown. Cole also wrote to the Press Complaints Commission on Fayed's behalf stating "it was alleged the the princess was pregnant at the time of her death but no evidence has emerged to support these damaging allegations ... nasty rumours which have no factual basis".&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;Furthermore, Fayed himself asked, during an exclusive interview with the Sunday Mirror on 9 November 1997, "who gave French newspapers the false tip-off that Diana was six weeks pregnant?" And in February 1998 he told the Mirror "I doubt that Diana was pregnant, the only two people that can really tell us are the coroner over here and the hospital in France and neither of them have confirmed this information which makes me think it is not true."&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;Then, all of a sudden in 2003, he remembered that the Princess herself had actually told him personally that she was pregnant in a phone call on the night of her death. Yes, of course she did Mohamed, of course. It's totally plausible that you forgot this inconsequential fact for 6 years.&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;&lt;span class="Apple-style-span" style="font-style: italic;"&gt;&lt;span class="Apple-style-span" style="font-weight: bold;"&gt;Engagement&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;Was the ring Dodi bought for Diana an engagement ring? Again, very believable that somebody would forget such a detail for over a year.&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial; font-size: 12px;"&gt;Long and short of it is that this inquest has been forced upon us based on utter fabrication and nonsense. It will be enormously expensive, traumatic for some and will accomplish absolutely nothing. Those mentalists that believe Prince Phillip shot the tyres out with a slingshot will continue to do so. All sounds lovely. But let's analyse the real consequences of the latest budget, not the guff and nonsense spouted by Alistair Darling.&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;There are some circumstances in which you might consider yourself a winner. Basically, if you are a well-off couple who had done no previous tax planning, your children will benefit. And if you own a second home or a fleet of buy-to-let properties, you will be considerably better off when the new flat rate of CGT is introduced in April next year. From that point, even a higher rate tax payer will pay only 18% on capital gains. If you are working or middle class, you have been repeatedly screwed by this government. I think they believe that the destruction of the middle class will solve the problem of social mobility but the reality is it does not improve the situation for the needy, it just makes more people needy. Tesco are making billions every year, they're certainly not struggling to make ends meet. They corral most of their earnings to dodgy offshore outfits and avoid paying their fair share anyway. But were they? Where they as a company? As far as I can tell, the only evidence I have read about, including the FIA's official hearing statement, suggests that one employee at Ferrari gave the dossier to one employee at McLaren. It proves nothing against McLaren as a team. The FIA have, again and as usual, tripped over themselves to do Ferrari's bidding. Why not just award Ferrari the constructor's championship at the beginning of the year and save a lot of time? The Italians' victory this year will be utterly vacuous. Let's not forget they won the first race of the year with an illegal car and suffered no penalty whatsoever. The FIA did nothing but ask them very politely if they wouldn't mind changing their car. And why is HMRC cutting tax investigations specifically in to corporate tax evasion even though the biggest companies are the ones dodging most tax?&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;When Gordon Brown was chancellor earlier this year, he welcomed proposals to cut probes in to multinationals' tax affairs so that he could push through 25000 job cuts under an "efficiency" programme that many tax advisors say has drained HMRC of crucial experience.  In fact, official figures prove that the wage bill saved by these cuts is dwarfed by the tax lost as a result.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;The estimated tax lost to corporate evasion and avoidance is so vast (almost certainly several tens of billions of  pounds per year) that HMRC are refusing to release the official figures despite a ruling by the Information Commissioner in favour of Private Eye compelling them to do so.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;Why do MPs not take corporate tax evasion seriously?  Back-handers and bribery, that's why.  Two of the biggest offenders in the UK are Barclays Bank and Tesco.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;Most people are probably not surprised by Barclays.  They are a bank after all and frankly seem to revel in the reputation they earned during the South African apartheid era as as mercenary bastards who don't give a hoot about anyone other than their board.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;But Tesco?  Tesco like to present themselves as the people's supermarket but don't be fooled.  Sir Terry Leahey is big buddies with Blair and Brown, no doubt greasing their palms with great regularity, that's why they let Tesco get away with paying less tax than many individuals.  It's just incredible isn't it?  One in five items bought in the UK is bought in Tesco yet they pay less tax than, for example, Simon Cowell.  How can this possibly be right?  Tesco get massive exemptions on stamp duty as well and their contempt for planning laws is well documented.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-family: arial;"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;One of the concessions they give in exchange for everybody ignoring their massive tax dodging is that they provide all your Tesco Club Card information to the Government.  Personal information, purchasing habits, spending patterns, etc.  Oh, and by the way, HMRC are using this information to go after individuals for tax avoidance.
